Comment expliquer la naissance si tardive de la déontologie au sein du pouvoir exécutif ? Que doit-on entendre par « déontologie gouvernementale » ? Est-elle régie par des textes ou de simples pratiques ? Dans quelle mesure concerne-t-elle à la fois les membres du Gouvernement et les collaborateurs ministériels ? Est-elle une construction juridique achevée ? En quoi participe-t-elle au perfectionnement de la responsabilité politique ou de la démocratie ? C'est à ces questions que les auteurs de cet ouvrage essaient d'apporter des éléments de réponses. Affaires Tapie, Carignon, Gaymard, Guéant, Bettencourt, Cahuzac, de Rugy ou Delevoye : depuis les années 1990, les inconduites gouvernementales ont alimenté la chronique, nourri le sentiment que la corruption présidait au plus haut sommet de l'État, abîmé le lien de confiance entre les Français et leurs gouvernants. Paradoxalement, la transparence et la déontologie n'ont jamais autant progressé qu'au cours des trois dernières décennies. La première pierre de la déontologie gouvernementale fut posée en 1992 avec la « jurisprudence » Bérégovoy-Balladur qui exigeait la démission du membre du Gouvernement mis en examen. La deuxième pierre provint de l(« affaire Gaymard » de 2005 qui mit en lumière le vide entourant la question du logement de fonction des membres du Gouvernement et qui conduisit à l'adoption par le Secrétariat général du Gouvernement de règles applicables à la fonction de membre du Gouvernement. La troisième pierre fut celle de la charte de déontologie des membres du Gouvernement du 17 mai 2012. Ces pierres ne résistèrent pas à l'épreuve de l'affaire Cahuzac qui démontra que la déontologie gouvernementale nécessitait d'être gravée dans la roche du droit dur. Ce fut chose faite avec les lois du 11 octobre 2013, consolidées par celles du 15 septembre 2017, qui renforcèrent les contraintes déontologiques : création de la HATVP ; publicité des déclarations de patrimoine et d'intérêts ; vérification de la situation fiscale ; interdiction du recrutement des entourages familiaux ; registre de déport en cas de conflits d'intérêts ; encadrement du « pantouflage »... Au-delà du diagnostic, cet ouvrage se risque à avancer des propositions. Ainsi en va-t-il de l'idée d'instituer un déontologue du Gouvernement, initiée par l'Observatoire de l'éthique publique, soutenue par Jean-Marc Sauvé et René Dosière, lesquels écrivent : « Nous espérons que le Président de la République et le Premier ministre désignés en 2022 auront l'audace d'instituer le déontologue du Gouvernement pour que Droit gouvernemental rime mieux avec État de droit. »

Earle Christmas Grafton Page (1880-1961) - surgeon, Country Party leader, treasurer and prime minister - was perhaps the most extraordinary visionary to hold high public office in twentieth-century Australia. Over decades, he made determined efforts to seize 'the psychological moment', and thereby realise his vision of a decentralised, regionalised and rationally ordered nation. Page's unique dreaming of a very different Australia encompassed new states, hydroelectricity, economic planning, cooperative federalism and rural universities. His story casts light on the wider place in history of visions of national development. He was Australia's most important advocate of developmentalism, the important yet little-studied stream of thought that assumes that governments can lead the nation to realise its economic potential. His audacious synthesis of ideas delineated and stretched the Australian political imagination. Page's rich career confirms that Australia has long inspired popular ideals of national development, but also suggests that their practical implementation was increasingly challenged during the twentieth century. Effervescent, intelligent and somewhat eccentric, Page was one of Australia's great optimists. Few Australian leaders who stood for so much have since been so neglected.

This book provides the first in-depth empirical study of the European Parliament's powers of scrutiny of the executive in the European Union (EU) political system, focusing on the politically salient field of the Economic and Monetary Union. The expansion of executive decision-making during the euro crisis was accompanied by an empowerment of the European Parliament through legislative oversight. This book examines how the European Parliament exercises that oversight on a day-to-day basis and thus contributes to political accountability at the EU level. Building on an innovative analytical framework for the study of parliamentary questions and answers, Adina Akbik sheds light on the European Parliament's possibilities and limitations to hold EU executive bodies accountable more generally. Case studies cover the period 2012 to 2019 and include the European Central Bank in banking supervision, the European Commission, the Eurogroup, and the Economic and Financial Affairs Council. Theobald von Bethmann Hollweg, Reichskanzler von 1909 bis 1917, gilt als eine der umstrittensten Figuren der Geschichte des 20. Jahrhunderts. Sein Privatnachlass in Hohenfinow nordöstlich von Berlin wurde beim Vormarsch der Roten Armee 1945 vernichtet. Ziel der Edition ist es, die verschollenen Dokumente zu rekonstruieren. Etwa 2000 Stück, die meisten unveröffentlicht, konnten in verschiedenen Archiven ausfindig gemacht werden, z. B. im Politischen Archiv des Auswärtigen Amtes und im Bundesarchiv Berlin. Sie korrigieren das Bild dieses in der deutschen und internationalen Geschichtswissenschaft zumeist verkannten Kriegskanzlers in zahlreichen wesentlichen Zügen. Bethmann Hollweg verfügte über einen tiefen Blick in die Bewegungen der Zeit. Diesen ausgeprägten Vorausblick hatten in der neueren deutschen Geschichte neben ihm nur ganz wenige Kanzler wie Bismarck und Adenauer. / "Imperial Chancellor Theobald von Bethmann Hollweg 1909-1921" -- Theobald von Bethmann Hollweg was Imperial Chancellor from 1909 to 1917. His private papers were destroyed when the Red Army advanced towards Berlin in spring 1945. The purpose of the book is to reconstruct the documents that got lost. The editor collected about 2000 pieces, mostly unpublished, in a number of archives, among them the Archives of the German Foreign Ministry and of the Imperial Chancellery in Berlin. The documents show Bethmann Hollweg in a new light. They testify that he is one of the most high-standing political figures of 20th-century German and European history.
